The Independent Investigation Unit (IIU) has concluded its investigation into the circumstances surrounding a serious injury sustained by a 17-year-old male during his arrest by RCMP officers.
On May 4, RCMP advised the IIU of an incident that occurred on 11th Street NW in Portage la Prairie. According to the notification, police responded to a call for service on May 3 at approximately 10pm. When police arrived, a male fled on foot. As he was fleeing, he tripped and fell. He was taken into custody and subsequently transported to Portage District General Hospital, where he was found to have a broken leg.
As a broken leg is defined as a serious injury under Independent Investigation Regulation 99/2015, the IIU was mandated to investigate and a team of investigators was assigned.
IIU investigators spoke to the male by phone and he accepted sole and full responsibility for the cause of his serious injury. IIU investigators then requested an opportunity to meet with him in person to obtain a statement, and he declined.
As the male accepted sole and full responsibility for his injury and would not cooperate with the investigation, the civilian director found no grounds or purpose to continue the investigation and has concluded the investigation be terminated.
