The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into a serious injury sustained by a male during an incident involving the Brandon Police Service (BPS).
On December 18, 2022, the BPS notified the IIU of an incident that had occurred earlier that day at a restaurant in Brandon. According to the notification, officers were responding to a call for service concerning two individuals who were refusing to leave the restaurant, which was closed. Upon arrival, officers located a male and a female. The male refused to leave the premises. As officers were assisting him to leave, he sustained a broken arm. The male was transported to the Brandon Regional Health Centre for treatment.
As this matter concerned a serious injury as defined under the IIU regulations, the IIU assumed responsibility for this investigation in accordance with Sec. 66(4) of the Police Services Act. IIU investigators were assigned to this investigation.
The civilian director designated one subject officer and two witness officers. Investigators also interviewed the affected person, one civilian witness and two professional witnesses. Investigators also obtained an expert opinion regarding the use of force used by the subject officer during his physical interactions with the affected person. The civilian director found no reasonable grounds to support any charges against the subject officer. Accordingly, the matter is now closed.
