The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into an allegation of an RCMP officer falsifying a document.
On October 23, 2023, the RCMP notified the IIU of an incident that had occurred in early September. According to the notification, on Sept. 12, 2023, two RCMP officers arrested a subject on the strength of an endorsed warrant. One of the officers served an appearance notice on a subject and later realized she had not signed the back of the notice, which contains a certificate of service. When she returned to the detachment to sign it, she noticed it had been signed by another officer.
The civilian director determined it was in the public interest for an independent investigation to be conducted pursuant to Sec. 75 of the Police Services Act. One subject officer and three witness officers were designated.
In considering all the circumstances, the civilian director concluded although subject officer’s actions in signing the document are concerning, there are no grounds to believe that he committed an offence. Therefore, no charges are recommended. The IIU investigation is completed, and the matter is now closed.
