The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into an incident involving Winnipeg Police Service (WPS) officers.
On Jan. 31, 2024, the WPS notified the IIU of an incident that had occurred the previous day. According to the notification, at approximately 9 p.m. on Jan. 30, 2024, WPS officers attended a residence in the 600 block of Agnes Street to arrest an adult male with four outstanding warrants. When officers arrived, the male went onto a second-storey balcony. Officers instructed the male to put his hands up and come back inside. The male jumped from the balcony and landed in a snowbank. Officers provided first aid and transported the male to Health Sciences Centre Winnipeg, where he was diagnosed with a fractured right leg.
As this matter concerned a serious injury, the IIU assumed responsibility for the investigation in accordance with Sec. 65(4) of the Police Services Act. IIU investigators were assigned to this investigation. No subject officers were designated. Investigators obtained statements from the affected person, four witness officers and a civilian witness.
Following due consideration of all the circumstances, the IIU investigation is complete and the matter is now closed.
As an affected person remains before the court on charges arising from the incident, the civilian director’s report on the incident will be made available once those charges are disposed.
