The Independent Investigation Unit of Manitoba (IIU) is investigating the death of an adult male in the Rural Municipality (RM) of St. Laurent.
On January 24, the Royal Canadian Mounted Police (RCMP) notified the IIU of an incident that same day. According to the notification, at approximately 2:40pm, an officer conducted a traffic stop on Provincial Trunk Highway 6 in the RM of St. Laurent. An initial investigation led to two males being arrested on unrelated matters and placed in the rear of a police vehicle.
Shortly after these arrests, police noted one of the males was suffering from a medical emergency and contacted emergency medical services (EMS). The male was unresponsive and did not have a pulse. The RCMP started CPR. EMS arrived and they continued CPR for approximately 45 minutes before pronouncing death.
The IIU has assumed responsibility for this investigation in accordance with Sec. 65(4) of the Police Services Act.
As this matter involves a fatality, the IIU will request the Manitoba Police Commission appoint a civilian monitor.
