The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into the death of an adult male following an officer-involved shooting in Winnipeg.
On February 13, 2024, the Winnipeg Police Service notified the IIU of an incident that had occurred earlier that day at approximately 7:26am. According to the notification, officers were executing an order under the Mental Health Act at a home in the 200 block of Magnus Avenue. Officers encountered an armed male barricaded inside the residence and requested the assistance of the Tactical Support Team (TST). TST entered the residence and a use-of-force encounter occurred. Two officers discharged their service firearms, striking the male. Emergency first aid was administered and the male was transported to Health Sciences Centre Winnipeg in critical condition, where he later succumbed to his injuries.
The IIU assumed responsibility for the investigation in accordance with Sec. 65(4) of the Police Services Act. IIU investigators were assigned to this investigation. Two subject officers and 13 witness officers were designated. Investigators also spoke with seven civilian witnesses.
Following due consideration of all the circumstances, the civilian director concluded the use of lethal force was authorized and justified by law. Therefore, the IIU investigation is complete and the matter is now closed.
