The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into the circumstances surrounding the deployment of a less-lethal firearm and the injury of an adult male in Norway House First Nation.
On January 31, 2024, RCMP notified the IIU of an incident that occurred on January 30, 2024, at approximately 7:19pm. According to the notification, officers were called to a residence in Norway House First Nation regarding threats of violence. Upon arrival, officers discovered two males who had barricaded themselves in the residence. RCMP attempted to take the men into custody. A firearm containing a 40mm impact round was discharged striking and causing bruising to the torso of one of the males.
As this matter involved the discharge of a firearm that resulted in an injury, an IIU investigation was mandatory.
IIU investigators obtained the following information from the RCMP, among other items:
- notes, narratives and reports of officers
- audio transmissions
- social media videos and photos
- photos of injury
- medical reports
The civilian director designated one subject officer and twelve witness officers. IIU investigators also spoke to two civilian witnesses and the affected male.
Following due consideration of all the circumstances, the civilian director will not be authorizing charges. Therefore, the IIU investigation is completed and the matter is now closed.
