The Independent Investigation Unit (IIU) has concluded its investigation into injuries sustained by a woman while in the custody of Dauphin RCMP. The IIU has concluded no charge should be laid against the subject officer.

On November 27, 2018, RCMP officers arrested a woman for breach of peace on the Pine River First Nation and transported her to the Dauphin detachment. During transport and at the detachment, the woman was aggressive, spat at officers and attempted to kick them. Due to her resistance, one officer swept the woman’s leg from under her in order to take her to the ground and complete their search of her. When she landed, the woman immediately complained of a sore knee. She was taken to hospital where it was determined she had suffered a broken left fibula.

Investigators interviewed the injured woman, who acknowledged she had ingested drugs and alcohol prior to her interaction with police. They also received information from three witness officers and two civilians. The IIU was aided in its investigation by cell block video that contradicted the information provided by the woman and showed the subject officer did not use unreasonable or excessive force in his dealings with her.
