The Independent Investigation Unit (IIU) has concluded its investigation into an incident that ended with a male suspect sustaining a broken arm. No charges will be laid against the two arresting officers.
The injury occurred when Winnipeg police attended a suite on Dumoulin Street in response to a complaint about a man who was in breach of a court order. According to police, when officers located the 65-year-old man inside the residence he was uncooperative and, while they were applying handcuffs, his left upper arm was fractured. As this is a serious injury as defined by regulations, the IIU was mandated to investigate.
Following its investigation, IIU referred its findings to Manitoba Prosecution Service to seek an opinion on whether any charge should be laid against the arresting officers. Following a thorough review, Manitoba Prosecution Service advised IIU there is no reasonable likelihood of a conviction of either arresting officer and no charges will be authorized against either of them.
