The Independent Investigation Unit (IIU) is investigating circumstances surrounding the apprehension of an adult male by the Winnipeg Police Service (WPS) that resulted in him sustaining a serious injury.
On August 29, 2022, WPS notified the IIU of an incident that occurred on the same day. According to the notification, at approximately 8:53pm, WPS officers were dispatched to a residence on Dufferin Avenue in response to a call concerning a male attacking people. On arrival, officers located a male lying on his stomach on the front porch, being restrained by another male. Officers attended to the male on the ground, at which time a use of force encounter occurred and he was placed in handcuffs. Due to the male’s state of sobriety, he was detained under the Intoxicated Persons Detention Act (IPDA) and was transported to Main Street Project. On arrival, the male was assessed by an on-scene paramedic and during the assessment was found to have a broken bone in his upper left arm area. The male was transported to Health Sciences Centre, where he was treated for a broken left humerus.
As a broken left humerus meets the definition of a serious injury under the IIU regulations, the IIU is mandated to investigate.
