The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into the circumstances surrounding the arrest of a male youth in Winnipeg.
On Oct. 12, the Winnipeg Police Service (WPS) notified the IIU of an incident that had occurred earlier that day. According to the notification, officers were patrolling in the area of 300 Magnus Ave. at approximately 12:40am when they observed two male youths who appeared to have a firearm. As the officers exited their vehicle, the youths fled. The officers caught up with the youths on the front steps of a residence and notified them they were under arrest. One of the youths attempted to flee a second time by jumping over the railing. The officer attempted to stop him but the youth fell to the ground and pulled the officer over the steps with him.
As this matter concerned a serious injury as defined under the IIU regulations, the IIU assumed responsibility for this investigation in accordance with Sec. 66(4) of the Police Services Act.
No subject officers or witness officers were designated. Investigators interviewed the affected person, who indicated he jumped from the top of the stairs on his own and police did not push him.
In considering all the circumstances, the civilian director concluded the actions of the involved police officer did not contribute to the serious injury sustained by the affected person. Accordingly, the matter is now closed.
