The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into an off-duty RCMP officer uttering threats in Winnipeg.
On June 27, 2023, the Winnipeg Police Service (WPS) notified the IIU of an incident that had occurred on June 17. According to the notification, at approximately 4pm, an adult male was driving with his family when the driver of another vehicle made racial comments and uttered threats. The affected person (AP) called police for assistance. A WPS officer took a statement from AP and then spoke with the registered owner of the other vehicle, who was later identified as an off-duty RCMP officer.
These allegations are considered discretionary matters under the provisions of the Police Services Act (PSA). The civilian director determined it was in the public interest for the IIU to investigate. The IIU assumed responsibility for this investigation in accordance with Sec. 75 of the PSA. One subject officer and one witness officer were designated. Investigators interviewed AP and one civilian witness. The investigation file was forwarded to the Manitoba Prosecution Service (MPS) for a Crown opinion.
Following due consideration of all the evidence including evidentiary issues in identifying the subject officer and the Crown’s opinion there is no reasonable likelihood of conviction, the civilian director is not recommending charges against the officer. The IIU investigation is completed and the matter is now closed.
