The Independent Investigation Unit (IIU) has concluded its investigation into the death of a 41-year-old man following his arrest by Winnipeg police. It found no officer caused or contributed to the man’s death.
In the early morning of October 25, 2018, officers responded to a report of a man confronting and chasing two CN Rail engineers as they exited their locomotive near the intersection of Camiel Sys and De Baets streets. When officers arrived, they took a man into custody who became unresponsive as he was being handcuffed. Medical support was provided and the man was transported to Concordia Hospital, where he passed away the following day.
An autopsy determined the man’s death was a result of cardiac arrest caused by excited delirium and cocaine use. As well, IIU investigators interviewed the four attending officers and six civilian witnesses, none of whom suggested the actions of any officer contributed to the man’s death.
