The Canada Border Services Agency (CBSA) announced that it has laid charges against a 56-year-old Winnipeg man, Vladimir Bibilov, for allegedly committing fraud and acting as an unauthorized immigration consultant.
The CBSA says that Bibilov is facing three charges pursuant to the Immigration and Refugee Protection Act (IRPA) for a total of 102 counts and one charge pursuant to the Criminal Code totaling 34 counts. The alleged offences occurred between January 2009 and December 2015.
The CBSA alleges that Vladimir Bibilov acted as a paid immigration consultant when he was not licensed to do so and fraudulently collected fees from clients. It is alleged that Bibilov misrepresented himself to foreign nationals with the promise to provide immigration services to Canada. It is also alleged he provided false and misleading information to induce or deter immigration to Canada.
“The CBSA takes immigration fraud very seriously,” said Kim R. Scoville, Regional Director General, Canada Border Services Agency, Prairie Region. “We are committed to fully investigating and prosecuting those who violate our laws and seek to profit illegitimately from our immigration system.”
Bibilov’s first court appearance is on Monday, December 19 in Winnipeg Provincial Court.
