The Honourable Vic Toews, Minister of Public Safety, announced the appointment of Steinbach resident Jacob Hiebert as well as Gerald Hawranik of Winnipeg and Ron Kuban of Edmonton to the Parole Board of Canada.

“Our Government is committed to ensuring appointments to the Parole Board of Canada are based on merit and ability,” said Minister Toews. “As an independent decision-making tribunal that plays a significant role in contributing to the safety of our communities, it is imperative that we appoint highly qualified and committed people. I’m pleased to make today’s announcement.”

Prairies

Jacob Hiebert of Steinbach, Manitoba, is appointed as a part-time member. Mr. Hiebert has 39 years experience as a police officer. He joined the Winnipeg Police Service in 1970, and in 1974, the Royal Canadian Mounted Police. Following his retirement in 2009, he was appointed the Independent Chairperson at Stony Mountain Penitentiary. Over the last three years, he was a member of the City of Steinbach Emergency Preparedness Committee.

Gerald C. Hawranik, Q.C., of Winnipeg, Manitoba, is appointed as a full-time member. As a lawyer, Mr. Hawranik became a senior partner at Hawranik and Weipert and was previously a partner at Middleton and Hawranik. He has served as counsel for several administrative tribunals including the Municipal Board, the Highway Traffic Board and the Insurance Licensing Appeal Board. From 2002 to 2010, Mr. Hawranik was an elected Member of the Legislative Assembly of Manitoba. In the legislature, he served as Opposition House Leader and assumed various critic responsibilities, including Aboriginal and Justice. Mr. Hawranik has Bachelor degrees in Law, Education and Physical Education from the University of Manitoba.

Ron Kuban, of Edmonton, Alberta, is appointed as a part-time member. Dr. Kuban has extensive experience in emergency and crisis management. He obtained a PhD. in Educational Administration at the University of Alberta. Since January 1994, Dr. Kuban has served as the President of Pegasus Emergency Management Consortium Corporation. From 1970 to 1983, he was a Commissioned Officer with the Department of National Defense. He has also worked at the Public Service Commission of Canada and has occupied various positions within the Government of Alberta, including Manager, Training Development for the Alberta Public Safety Services.
