On September 16, 2013, Inspector David Shuttleworth passed on the care of the Eagle Staff ceremonial icon to Corporal Cathy Farrell at a special ceremony at “D” Division headquarters.

Inspector Shuttleworth has handed over care of the Eagle Staff to Corporal Farrell by removing the feathers and fabric, which she is holding in the photo.

The Eagle Staff represents the flags of the First Nations people and the Manitoba RCMP has the only RCMP Eagle Staff in the country.

Since being given the Eagle Staff by a divisional elder in 2002 for promoting and maintaining positive working relationships between the RCMP and Aboriginal people in Manitoba, the division has been honoured to bring the ceremonial staff to many events, including the Sundance, the most sacred of all Aboriginal ceremonies.

When Inspector Shuttleworth handed the responsibility of caring for the staff over to Corporal Farrell, she was well aware of the importance of her new role.

“Being a woman and having the Eagle Staff handed to me is quite significant, as it is traditionally a male who receives this honour. This is significant not only for me, but for my daughters, my family and other women in the Force,” she said. “Being a First Nations person and a representative of the RCMP means that I have a great opportunity to show Aboriginal communities that we will continue to work together building safe, healthy communities.”

Speaking to the group of people in attendance, Assistant Commissioner Kevin Brosseau, Commanding Officer of “D” Division, said, “This is a proud moment for Corporal Farrell and for the RCMP.”

Inspector Shuttleworth emphasized that carrying the Eagle Staff is not an easy responsibility, but one he knows will serve Corporal Farrell well.

“Teachings will come from all over,” he said. “It is up to Corporal Farrell what she takes from them and what she teaches others.”
