A joint investigation between The Pas RCMP and The Pas Correctional Centre has resulted in five individuals being charged with drug trafficking-related offences.
On December 16, 2014, The Pas RCMP conducted a vehicle stop in The Pas. During the course of the vehicle stop, police located and seized a quantity of cocaine and marijuana as part of a package of contraband that police believe was ultimately destined for The Pas Correctional Centre.
The two occupants of the vehicle, Lloyd Bird, 20, of The Pas, and Shelaine Constant, 20, of Opaskwayak, were arrested. The investigation later led to the arrest of Haley Burli, 18, William Burli, 20, both of The Pas, along with Skylar Constant, 22, of Opaskwayak. Both William Burli and Skylar Constant were inmates at The Pas Correctional Centre at the time of the offence.
Lloyd Bird and Shelaine Constant have been charged with two counts of possessing a controlled substance for the purpose of trafficking. Haley Burli has been charged with two counts of trafficking a controlled substance. Skylar Constant and William Burli have been charged as parties to the offence with two counts of trafficking a controlled substance and two counts of possessing a controlled substance for the purpose of trafficking.
RCMP report that Lloyd Bird, Shelaine Constant and Haley Burli have since been released from custody. William Burli and Skylar Constant remain in custody.
The arrests represent a continued targeted enforcement of cocaine trafficking by the RCMP in the communities of The Pas and Opaskwayak during the past two years. Police have now charged 38 different individuals with cocaine-related trafficking offences over 30 separate investigations during that time period, and have seized more than 935 grams of cocaine and more than $50,000 cash in the form of proceeds of crime in that span.
