Vic Toews, Member of Parliament for Provencher and President of the Treasury Board, extended his congratulations to Steinbach resident Jake Hiebert on his appointment as the Independent Chairperson (ICP) for Stony Mountain Institution.
The ICP program was instituted in 1980 to promote greater fairness and justice in the inmate disciplinary process.
“As a retired RCMP Staff Sergeant, Jake possesses first-hand experience with Canada’s justice system. Throughout his long and distinguished career of almost 39 years in law enforcement, he always conducted himself with the utmost professionalism and dedication. I have no doubt that these attributes will continue to serve him well in this new position,” said Toews.
Independent Chairpersons (ICPs) are responsible for adjudicating inmate discipline for major offences in federal institutions. They ensure that both institutional staff and inmates are given an equal opportunity to present evidence. Based on the evidence, the ICP determines the guilt or innocence of the accused inmate and imposes the appropriate sanction(s) as authorized by Section 44 of the Corrections and Conditional Release Act.
These sanctions may include the following:
• warning or reprimand;
• a loss of privileges;
• a restitution order;
• a fine;
• performance of extra duties; and
• segregation.
