The MIHRSOU is requesting assistance from the public in locating Walter James Francis.
The MIHRSOU (Manitoba Integrated High Risk Sex Offender Unit) consists of both the Winnipeg Police Service and the RCMP. Police are seeking to locate Francis as he has failed to comply with bail conditions.
Walter Francis, aka Tim, was released from Stony Mountain Institution on Tuesday, August 18, 2009, after serving a two year sentence for robbery. Francis is a first time federal offender with an extensive criminal record. He has a number of convictions including theft, assault, failure to comply with court orders, unlawfully at large and sexual interference. Francis’ sexual interference conviction was as a result of an attack on a 13-year-old female in 2003.
Francis is currently bound by bail conditions pending a section 810.2 order. Francis has completed minimal programming while in custody and is considered at high risk to re-offend, both sexually and violently.

Walter James Francis was arrested yesterday in Winnipeg without incident and is now back in custody at the Winnipeg Remand Center. Francis has been charged with five counts of fail to comply with bail conditions, breach of probation and possess goods obtained by crime.
