On May 17, 2010, 39-year-old Houman Shoaai of Elphinstone was charged by the RCMP Yellowhead Detachment for attempted fraud over $5,000. 

An investigation conducted by the Manitoba Public Insurance (MPI) Special Investigation Unit, alleges that on July 7, 2009, Houman Shoaai filed an Autopac claim with Manitoba Public Insurance relating to a collision involving a personal vehicle near Elphinstone. Inconsistencies to the claim lead to a follow up investigation by MPI and subsequent referral to Manitoba Justice.

On April 22, 2010, the RCMP “D” Division were notified by MPI of the investigation findings as well as the results of an independent Crown opinion also sought out by MPI. 

Corporal Houman Shoaai is a regular member of the RCMP and was off-duty when the incident allegedly occurred. 

On May 17, 2010, Shoaai was served a summons to appear in Minnedosa Court on June 29, 2010.

An internal disciplinary process has been initiated. Homan Shoaai has been reassigned to administrative duties.
