On December 31, 2010, at 2:30am Moose Lake RCMP were dispatched to a possible stabbing on Kistigan Crescent in the Community of Moose Lake, Manitoba.
RCMP were advised that there were upwards of 50 people on Kistigan Crescent and there was at least one person that had been stabbed. Police attended Kistigan Crescent to discover there had been multiple victims.
RCMP attended a residence on Kistigan Crescent in an attempt to get medical attention to one of the victims when gun shots where heard within minutes of arriving on scene. At that point, RCMP became increasingly concerned with public safety when at least 30 people were in the area, as well as EMS and local nursing staff who had also been dispatched to tend to the injured.
Shortly before 3am, two RCMP members observed the suspect and a civilian walking toward their direction on Kistigan Crescent. The suspect, known to police, had a long barrel firearm in his hands as he was walking toward the police on Kistigan Crescent.
The civilian was called to safety, RCMP members sought cover and yelled police commands to drop his weapon.
The suspect refused, fired a shot in police direction and took off into the woods. While in the wooded area, police could hear shouting and several more rounds fired.
RCMP members on scene requested and obtained assistance from the RCMP in The Pas the RCMP Emergency Response Team, RCMP Negotiator, the RCMP North District Containment Team and the RCMP Police Service Dog, since public safety and the safety of EMS workers remained at risk.
By about 6am, RCMP were notified that the suspect, identified as 21-year-old Stanley Ryan Martin, was in a residence along with civilians and children in the Community.
RCMP Containment team was now in the Community and set up a perimeter around the residence.
Shortly before noon, police observed a male fleeing the residence using the back door, he was arrested but it appears that this individual was used as a decoy.
Martin was observed fleeing, without the firearm, from the house using the front door running into the woods on a snowmobile trail. With the assistance of the Police Service Dog and members on scene, he was arrested and taken into custody shortly thereafter. Police secured the residence where Martin fled from and subsequently located and seized the firearm.
21-year-old Stanley Ryan Martin of Moose Lake has been charged with careless use of a firearm, pointing a firearm, possession of weapon for dangerous purpose, possessing a firearm while prohibited, possessing a firearm knowing possession is unauthorized and two counts of failing to comply with a probation order.
On January 1, 2011, Martin was remanded into custody to appear in The Pas Provincial Court on January 4, 2011.
At least one victim suffered serious but non-life threatening injuries from being stabbed and is currently getting treatment in Winnipeg.
RCMP continues to investigate.
