RCMP have completed an investigation into the conduct of Winnipeg Police Officers involved in an arrest which occurred in 2009.

On February 1, 2010, the RCMP “D” Division received a formal request from the Winnipeg Police Service requesting an investigation into the conduct of Winnipeg Police Officers involved in the arrest of an 18-year-old offender dating back to February 27, 2009.

The RCMP agreed and the investigation was assigned to the RCMP “D” Division Major Crimes Services. The investigation delved into the totality of the circumstances around the arrest and the use of force in dealing with the individual stemming from a stolen vehicle incident in the City of Winnipeg. In addition to the review of the video, the investigation included an in-depth review of records provided to the RCMP by the Winnipeg Police Service, interviews with civilians and police officers involved. The RCMP also sought and obtained the opinion of an out-of-province use of force expert.

On December 2, 2011, the results of the investigation were provided to Manitoba Justice who had the matter reviewed by an independent Crown counsel from Ontario.

On March 20, 2012, RCMP were notified by Manitoba Justice that criminal charges had not been recommended by independent Crown counsel in relation to the matter.
