On February 19, 2013, at about 10:30am, Headingley RCMP Detachment, along with Fire and EMS, were dispatched to the Headingley Correctional Institute where an inmate had been found unconscious.
RCMP report that resuscitation efforts were initiated to no avail.
On February 20, 2013, an autopsy was conducted in Winnipeg and the deceased was identified as 58-year-old Richard Norman Dow.
Police say that foul play is not suspected and that the cause of death has been attributed to natural causes.
