On March 12, 2009, RCMP East District received a complaint from the former girlfriend of an RCMP Officer stationed in  Detachment of repeated unwanted communication. 

An investigation was initiated by RCMP East District with the assistance of the RCMP Winnipeg Major Crime Unit. On March 23, 2009, 40-year-old Jeffrey Moyse was arrested in connection with the allegations and released on a promise to appear with condition to have no contact with the victim with a court date of May 1, 2009. 

In the interim, the investigation continued and was presented to Manitoba Justice who referred the matter to an independent counsel for review. On April 30th, the RCMP Major Crime Unit was notified that two counts of Criminal Harassment were authorized. On April 30th two charges of criminal harassment were formally laid. One charge relates to repeated communication (either directly or indirectly) and the other charge for engaging in threatening conduct. The incidents occurred between January 23, 2009 and April 24, 2009.

Jeff Moyse is scheduled to appear this morning in Selkirk Provincial Court. He has since been transferred to “D” Division HQ.
